;bal: clean up, simplify sorting tests (#1283, #1379)

Browse Source 
- update emacs outline config
- drop test numbers
- drop separate tabular/non-tabular tests, it's now the same code
- fix some misplaced tree/flat-specific comments
- remove redundant >=
