6a845eb5e4 i18n: always read and write UTF-8, ignoring current locale (#34) 
Also remove a bunch of CPP conditions.
Uses the GHC-version-independent UTF-8 layer from pandoc.

cfc8ef8907 chart: stop avoiding haskell98 1.0.1.1 
That only encouraged use of 1.1.0.0 which I think is the real source of trouble
(http://hackage.haskell.org/trac/ghc/ticket/4513)
